A lifetime sex offender was arrested Saturday in Middlesboro.

According to a citation from the Middlesboro Police Department, Middlesboro Police Officer Michael Smith was dispatched just after 8 p.m. to the ball court at Middlesboro Elementary School in reference to a possible sex offender on school property.

Smith stated in the citation that he made contact with 37-year-old Joseph Renecker of Middlesboro. Smith also said that Renecker stated that he was “on registration” and that he knew that he did not have permission to be on school property. The citation goes on to state that there were several other people in the area, including children.

The conviction that caused Renecker to become a lifetime registered sex offender happened in 2002 in Gallatin County Kentucky for two counts of second-degree rape and one count second-degree sodomy. The victim was 12 years old according to Kentucky State Police records.

Renecker was arrested and lodged in the Bell County Detention Center and charged with failure to comply with sex offender registration.
