Staff Report

Three Middlesboro men were arrested on Halloween night on methamphetamine charges. Andrew C. Vanover, Mike E. Evans and Charles Wayne Shelby II were all arrested and charged with manufacturing methamphetamine.

According to the arrest citation, officer Barry Cowan of the Middlesboro Police Department (MPD) received a tip that Shelby was cooking meth at an above residence. The citation states Cowan went to the residence to follow up on the complaint.

A white Ford truck was parked in the driveway. Cowan walked by the truck and knocked on the driver window, according to the citation. When the window was rolled down, Shelby was in the back seat.

Cowan said he had prior knowledge that Shelby had a warrant for his arrest. The citation states there were allegedly two Powerade bottles with a chemical reaction in them in the back seat. Next to the bottles was a plastic bag containing Allegra D, salt, a glove, a flashlight, a can of Coleman fuel, two cold packs, tubing and a measuring cup in the back seat.

The receipt for the products was found in Evans’ wallet. Shelby also possessed a receipt for the Powerade bottles.

Vanover was the owner of the truck.

Each man was arrested at the scene. All three were being held in the Bell County Detention Center late Thursday.

In other police news, James Scott Ayers, of Pineville, was arrested by officers from the MPD on the charge of fraud, use of a credit card over $500, but less than $1,000. He has since been released from the detention center.
