Staff Report A Middlesboro man was arrested Saturday on a sexual abuse charge. Frank Gilbert Morton, 32, was arrested by Josh Burchett of the Middlesboro Police Department and charged with first-degree sexual abuse. The alleged victim was 16-years-old.
